There are guidelines in place http://www.ftc.gov/bcp/conline/pubs/buspubs/coppa.htm for any person under the age of 13 to either have a limited access to post topics on an Online Forum or to have no access to post topics at all.

The Derby RFC Online Forum policy is that NO person under the age of 13 is to post topics on the Derby RFC Online Forum. They can view topics but NOT post them.

Anyone wishing to post topics on the Derby RFC Online Forum has to first of all register to use the Online Forum and as part of that registration process you have to confirm that you are aged 13 or over before continuing with your registration.
