A CMS is an on-line system can be controlled by multiple users with different access levels to parts of a website, like this forum. It gives the opportunity for different parties to contribute to a website without knowing any code.

Why not? Only people that were reliable would be given the permission to update information.

Any update could easily be amended or a state of approval could be put in place before the update was seen.
